India has been a victim of cross-border terrorism and has witnessed repeated attempts by violent non state actors to attack cities, infrastructure, mass transport systems and innocent people to create fear and cause damage. The Research Department Explosive (RDX) which made its first appearance in the Mumbai terror attack in 1993 is not the only material used in the IEDs.
Earlier this year a series of three coordinated bomb explosions at different locations in Mumbai claimed 26 lives and injured another 130. The IEDs used in the 2011 attacks were not crude and showed a certain level of sophistication. The ability of the terrorists to improvise and use locally available ingredients for making IEDs has complicated matters for those charged with preventing such attacks: “Whoever perpetrated this attack has worked in a very, very clandestine manner.” Indian Union Home Minister P Chidambaram
Even the post attack investigations are are fraught with issues as there are fewer leads today due to the sophisticated manner in which such attacks are planned and carried out. In almost all the cases, the intelligence agencies and law enforcement agencies bear the brunt of public outrage and criticism for failure to prevent such repeated attacks. The intelligence agencies have been blamed for not providing "actionable proactive intelligence".
Terrorists on the other hand are constantly improving their intelligence, local knowledge, technical and surveillance ability which confers a great advantage vis-a-vis security/intelligence agencies. The challenges to deter, detect and destroy sleeper cells and IEDs while pursuing terrorists to protect lives and property are immense and needs to be critically analyzed.
